From abroad or in Spain
Where you apply changes who assesses the file and, sometimes, what they expect to see. A researcher applying from their home country deals with a Spanish consulate, which issues the visa; a researcher already in Spain, or moving through the highly-qualified and researcher framework of Law 14/2013, may have the file handled within Spain by an immigration office or the large-files unit.
