Many consulates use an external application centre to collect and forward visa documents and biometrics. An application centre processes paperwork and appointments; it does not decide your application and does not advise on which insurance is suitable. When an application centre asks for a health-insurance certificate, that is the document we prepare — see the visa certificate page. Always follow the exact document list your centre or consulate publishes for your route.

The Competent Authorities (Who Decide)

The competent authority is who actually decides your application — the Spanish consulate for a visa applied for abroad, or an immigration office (Extranjería) and, for some steps, the large-files unit (UGE) for processes handled within Spain. These authorities set and interpret the requirements and decide whether your evidence, including your insurance certificate, is accepted. Requirements can vary between offices and change over time, so the authority's own current guidance is always the reference.
