The rule

For family reunification, each family member joining you in Spain normally needs comprehensive private health insurance from an insurer authorised in Spain, unless they will be covered by Spanish social security. A sponsor’s own policy does not automatically extend to incoming relatives — and a policy that does not list a person will not evidence cover for them. So the rule is simple: every joining member must be named.

Not travel
Travel insurance is designed for short trips and emergencies, not residence. Family reunification expects a comprehensive residence policy with full cover in Spain and the right certificate — a travel policy will not meet the requirement, and a quote or receipt is not a certificate. The certificate is issued once the policy is in force.
